Do you have an example request on Test mode, the last one when you created a Subscription?

When you activated Paypal, did you actiavte it both in Test and Live mode?

We also have approval for Reference Transactions

Umm I think there is something lacks on your Paypal application on Live mode. When you mentioned Reference Transaction and ticket number, did you have conversation with a Stripe agent on enabling it for you?
Yes. I spoke to an agent through the chat and they referred my ticket to specialist support. Specialist support assured me everything was ready... ๐
Okie, could you reach back to them as they suggested here? Please provide 2 sample request on Live mode and Test mode above, and mentioned the engineering team on Discord checked and think it has something to do with the Paypal application

Yeah, to update: I also pulled in other colleage for double check and we still think this is a configuration issue on Live mode. It comes back to the support agent who helped you setup Paypal aproval, since they will know what they have set up.
