I'm afraid there is no automatic process to pass the Stripe fees to the customer.

One way I can think is to collect the payment method details first and check if the payment method is an international card, then compute the international card fee on top of the order amount before confirming the payment: https://stripe.com/docs/payments/build-a-two-step-confirmation
