We pay recurring sales commissions to organizations for referrals. I want to collect their ACH information so we can calculate commission owed to them each quarter and automatically ACH the money to their account. The core application is in Oracle Cloud, Oracle DB using APEX and PL/SQL. I am looking for API documentation and examples on how to do that. I found subscription payment examples with credit cards and charging customrs, but not making payments to customer with ACH. I am trying to determine how to do that, if I can with Stripe.

OK. Stripe can support this use case. You need to onboard them as connected accounts so that you can payout them through bank accounts or debit cards. More details are covered in https://stripe.com/docs/connect/collect-then-transfer-guide
