Maybe it is not a payment intent but some other key prefix in your case.

Somewhere I found a list of all possible prefixes. Unfortunately I can't find it anymore.

I was able to narrow it down to one customer and one payment method.

Oh man... I'm sorry... we have a web service that intercepts a 0€ invoice and manipulates the payment intent... I didn't know about that....
