Yes you can create/delete Express accounts. And once deleted the user won't be able to access their Express account.
However note that:
Custom or Express accounts created using live-mode keys can only be deleted once all balances are zero.

Would he still have an access individually? Or will it be removed permanently from stripe and all his personal data which associated with?
The Express account will be deleted. So the user will no longer be able to login.
OK, Thanks. So when he comes back to our platform , would he be able to use same email to create account again in the future ? or will create an issue?
