In line with Brazilian regulatory and compliance requirements, platforms based outside of Brazil, with Brazilian connected accounts cannot collect application fees through Stripe.

I think it's the same for Brazilian platforms

I'd recommend working with our support team: https://support.stripe.com/contact as this is not really a question about your code, it's about compliance and flow of funds and they are better equipped to help
