hello if I understand this correctly, even if the funds are in a connected account, the connected account owner can not withdraw it, instead we control the payout schedule. Is that right?

the default is automatic Payouts yes. You can disable this and switch to manual as a platform if you want to control this

everything you see in the Dashboard is only for you as a platform
An Express account owner never sees any of this

but if you mean clicking as a human on those links straight in your own Dashboard, then yes
