sure, it could be a matter of api/data to be provided to stripe such as email and VAT number in the proper field (which I can see there's more than one for VAT in stripe connected account dashboard)
we should be able to send stripe's invoice together with our own by email

I'm not sure I follow
thing is, when we configure the stripe API to handle the transaction, we should be able to send some invoice/receipt to the connected account, since these are the ones paying the stripe fees
if there's no such possibility, as developer I don't see any alternative to solve this problem
you can always know what the Stripe fees are for a charge using the API. It's explained here https://stripe.com/docs/expand/use-cases#stripe-fee-for-payment
but we don't provide invoices for Stripe fees
