Yes if you are going to use an Application Fee.
They are meant to be used to take your "platform's cut" when facilitating payments for Connected Accounts

So I need to add an account here, ok that part was not in the plugin instructions so that's likely the issue

Yeah possible the plugin is supposed to create the Account for you (Accounts can be created via the API) but yeah I can't say for sure.
