Correct, I need to be able to receive payments via bank transfer into my Stripe account.

And ideally, I would like to automate payouts to third-party bank accounts.

I'm not sure if:

Payouts to bank accounts can be automated.
Beyond whether payouts are automatic or not, if it's possible to make payouts to third-party bank accounts from the Stripe dashboard.

Ideally without using stripe connect.

THese would be the external accounts connected to your stripe account

If not, then you would need to use Connect

Okay, got it.

But i can connect third party accounts to my account? A send a payout to them?

In that case you would create Connected Accounts that have the different bank accounts as their external account and then transfer funds to them
