Hi there, JPY is a zero-decimal so you can't pass amount i decimal. So instead of 16.30 YEN, you need to either use 16 YEN or 17 YEN.

No, there's no Stripe API for currency conversion.

as my concern is 16.30 will round down to 16 but we cant round up to 17

You might want to check with your business team and decide whether to use round up or round down.
