We are looking into this. This test card number was just recently added and there may be some issues with it.
But we are checking now
Right now it looks like this is an error with the configuration of that test card. We are working on reproducing
What happens if you use the card number directly when confirming the Payment Intent? Like with a Payment Element or Card Element?
I was able to confirm a Payment Intent using that card number as well as using a Payment Method created from that card number.
I'm not quite setup to do that, we are built as a two step confirmation using payment elements with a magento backend.
I was able to use a different international card without issue

We haven't been able to reproduce this on our end so far, but we're still investigating. How many times have you attempted this? Is it possible the number you're using has a typo? If you copy and paste 4000000320000021 do you still get the same error?
