They are meant to be ephemeral. You should generate them and redirect your Connected Account as a result of interacting with your integration.

What type of connected accounts are you using? Express or Custom?

Hosted onboarding for Custom accounts only asks for their identity verification information. Typically with Custom accounts you as the platform would build a UI where they supply payout details.

Yes, with Express account holders get access to the Express Dashboard hosted by Stripe and would add their payout information there.

Yeah, first it takes them through onboarding for identity verification, but it also asks for payout details. More info here: https://stripe.com/docs/connect/express-accounts
