Let me ask in different way.

As per above link there is way to link our account with another account.
So Stripe provided us the API to link our account using another account id.

this solution is programmatically correct, but do Stripe have any portal to do same as above link.

I think you're misunderstanding this entirely. This is for Stripe Connect where you are a platform and make actions on behalf of connected accounts. There's no "no code solution" for this.
And AccountLink are about signing up/onboarding completely new Stripe accounts which doesn't seem to be what you are trying to do either
