It would apply to the first one, but since neither invoice actually exists yet the balance would be seen on both I suppose

I would expect it to, yes. Are you seeing an unexpected result?

You may need to manage that and re-add the applied balance amount

#

The upcoming invoice calculation looks only at that one subscription context, it doesnt know about other subscriptions that might use up that balance
