It's odd, I also have a separate account acct_1LVLcd2X4oKOObc6
and recently all my test subscriptions have been incomplete and it looks like under capabilities I don't have card payments enabled.
When I tried to enable them, that's when it went to Restricted

What information are you using for verification?
Are you using Test Data from our Testing page?

That's the thing, when I click "start" on the following page, it just loops me to the dashboard so I cant update it
That's quite odd. Do you remember which information you used when creating/onboarding the account?
It was an old teammate of mine, but it had been working for test cards for months but now it shows that we dont have card payments enabled so cant use test cards
Do you see any errors in your network console when you click on start?
Have you tried using a different browser? Also logging out and logging in?
FWIW I see the tax details form just fine

Platforms can't update tax information on behalf of the connected accounts and also express accounts don't get access to dashboards
You'd likely want to create an Account Link to allow connected account to update the information that's due
