I was able to get around this by creating the subscription without the scheduled phase, then going back in and editing the subscription and adding the phase.

sorry took me a while to reproduce what you were seeing - just to make sure I have this right, you're backdating the subscription and setting "Bill starting" to sometime in the future?
(I believe what you're seeing is a bug, specifically when you backdate the subscription to be more than one cycle before your billing cycle anchor)
@timber flower when you get a chance, I'd recommend writing into support (https://support.stripe.com/contact) and flagging this bug to them so you can get notified when it's fixed
