I'd ask https://support.stripe.com/?contact=true for pricing details. I think we should only update/charge cards attached to a customer that you could actually charge , and I don't think that applies to Guest Customers

just to clarify, are you certain Stripe won't charge guest customers?

a Guest Customer is just an abstraction of "here are payments we believe relate to the same person(based on IP address/email etc) so we pull them into a Guest Customer for reporting together", it's not supposed to have any actual saved payment methods to charge. But it would depend on the exact case.
