no, it's the first time I try this and I only have 1 merchant id

Do you confirm that I have to click on the button "create certificate" to obtain an Apple Pay Payment Processing Certificate and not an Apple Pay Merchant Identity Certificate?

Does it matter if I create the certificate in test mode or in production mode in Stripe?
@zinc chasm when creating the cert in Apple at some point there's an option about "only process in China". You must have selected that, and you can't(if you do, a lower-security key is used)
so to fix you would go back into your Apple Developer account and create a new processing certificate and don't pick that option
