@leaden scarab using Schedules would be the best way yes so that you can defer the downgrade until the next period. And then if they upgrade again like if they do 10 -> 12 -> 7 -> 9 you need to "remember" that they were at 12 already so you want to switch 7 for 9 in the schedule.
