then I don't really understand the question/confusion. You can do volume based pricing and still set the quantity.

When you create a metered price whose "Pricing model" is "Volume pricing", and one of your customers subscribes to this price, the customer will be charged for the flat fee only at the end of the billing period. I don't want that. I want to charge the customer the flat fee right when he successfully subscribes for the price. How can I achieve that?

You would need 2 separate Prices in that case.

That way you can have a "usage based Price" for the volume pricing, and a separate licensed one for the base fee (charged upfront)
