1/ assuming you mean to charge on a recurring basis based on eg number of seats/users etc, then yes that sounds right

2/ Yes, if you want to measure & report usage and invoice for that, that would be a metered billing model

3/ After testing just now, yes it looks like that can be combined with two subscription items. The first invoice would be the licensed amount, and the metered item would have zero usage
