Issuing banks decide for themselves when to request 3DS. You can try other cards or contact your bank and ask why they don't request it. Normally, if it works in Test mode it must work in Live mode too.

no but we can't make it live before it is tested, so maybe for a little duration

It might be possible with Sigma, but you will need to ask Stripe Support about it: https://support.stripe.com/?contact=true

Another reason might be that the amount is too small
