If the onboarding flow says "missing required information", then it means some required information is missing.
So you need to provide the missing information

yes, you are right. but our question is: if some information is missing so why enabled "Agree & submit" button?

We allow merchant to create accounts in incomplete status, and they can they provide the missing information later.

What type of account are you creating? standard, express, or custom?
Then yes, you should re-create an account link for the merchant to finish the onboarding yes.
