Yes your last suggestion where you just create the session in setup mode is what I would recommend in this case (especially if you don't know the end date/time of the waiting list)

Will you know ahead of time at what point they'll leave the waitlist? Or is that completely unknown at checkout time

By "will leave" do you mean that a user might want to get off the waiting list before the sub becomes active, or if we know what the date will be when we activate the user's sub?

Sorry, one more question. Is it possible, to send the user to the Portal but have the subscription not be active once they hit the subscribe button? So I could activate it at a later time?
