you'd need to use the receipient agreement generally if your goal is to directly transfer+payout funds from the platform

accounts with the full agreement can act as merchants(do Direct Charges for example, or Destination Charges with on_behalf_of) and pay out their own balance that they accumulate

Hello @modern lava thank you for your timely response. short answer is use receipend agreement. Just saw this "Stripe strongly discourages using direct charges for Custom and Express accounts."
