Are you seeing any errors in your console in normal mode?
Additionally, can you see Apple Pay on this page when you visit it?

Since I'm using chrome, I see Google Pay. If you use Safari, you should see Apple Pay (if wallet is correctly configured on your machine)

It's not as simple as having a US card unforuntately.
Button will only show up if Apple Pay is supported in your country, which it seems like its not

Unfortunately, I've not heard of VPNs working for this. You can definitely give it a try though I doubt it would work.
