This customer has no active subscriptions, so that's expected. The customer portal cannot create new subscriptions, it's only to update existing subscriptions

No. If you have 3 possible products, you should create 3 different Payment Links.

and after the first payment, the customer portal can be used to create another subscription ?

No, the customer portal is only to update an existing subscription, not create brand new subscriptions.
