It seems from the flow the card is first accepted and the user gets redirected to jasper.ai but while this happens they do the $1 charge

As a general rule, forcing $1 auths is something that is typically discouraged by card networks and it's not we offer in our APIs

You can talk to support(https://support.stripe.com/contact) to see if there are any internal features that may help with this, but in our public apis there wouldn't be anything like this

hm weird, maybe it is an actual payment and they just refund it quickly if it goes through?

Yeah I'm not sure what jaspar.ai is doing, but $1 auths really are discouraged and would only be used rarely
