Sorry for the delay, I was trying it out.
It turns out it's possible, I created a Subscription on Dec 31, the next billing dates were Jan 31, Feb 28, Mar 31...

Could you please share a Subscription ID that has ran into the above issue?

you can see the start date is 31st march and the next billing date is 30th June

and if I advance the time, the July billing would be in 30th July too

Wait, are you talking about Subscriptions or Subscription Schedules?

Overall this is how Subscriptions work. It is highly recommended that you don't start Subs on the last day of the month (or at the end of the month) otherwise you will run into this challenge.

Mostly it is recommended that you just pin to the 1st of the month
