that's normal since that card always requires 3D Secure on every single payment
use the 3155 card if you want to test recurring payments having exemptions. https://stripe.com/docs/testing#authentication-and-setup

Oh, I found this article (https://support.stripe.com/questions/test-card-requiring-3d-secure-authentication-for-every-transaction) before thought only 3184 has this issue 😅. May I confirm that the card 3155 will simulate normal cards in production?
