the india ppl who is trying to create a subscription in my app, the payment is not able to complete, not sure why sometimes is due a 3ds secure error or soemthing like that

India payments require authentication as noted there, this is expected

With Billing/subscriptions this should mostly be managed for you, if I recall correctly. Customers will need to authenticate the first payment, and if over a certain amount every recurring payment in future.
