what does "issue cards" mean? Why would you issue cards in Test mode?

Test mode is for you to test things, so if that's what you are trying to do then that's fine

If I issue a card in test mode can I just give them the card info and they will be able to use it outside of stripe?

I'm really sorry, we don't seem to understand each other unfortunately. If you want to issue real cards that developers can use to spend real money at another store/shop, then you have to do it all in Live mode.
I would highly recommend that you start by talking to our support team first: https://support.stripe.com/contact they can walk you through whether Issuing can work for your goals
