You're probably thinking of https://stripe.com/docs/connect/account-debits
It's available in some regions (I think it should be available in the EU, but you should test to be sure) - it's also only availble for express+custom accounts

Right now there's no way to top up your balance if you're a non-US Platform, but there may be a beta/private feature for this w/ EU platforms (you should ask in https://support.stripe.com/contact to check)
