it says here the subscription status will change to unpaid after 7 days
but i have a customer who seems stuck in payment error instead

is that a specific type of invoice?
recurring payment means Subscription from our Billing product
so any invoice associate with a subscription? or does the invoice need a particular "reason" field value

That UI is specifically about payments associated with Invoices associated with Subscriptions yes. But I would recommend that you work with our support team directly instead
