yes, if the user decided to downgrade to a lower-paid plan. and he uses customer portal to downgrade his plan.
OK, this feature is available in Dashboard, but not in customer billing portal.

currently, if the user downgrades to any lower paid plan, the Remaining balance goes to Stripe balance. and the user's plan was downgraded immediately.
As I explained earlier, scheduling a downgrade is not available in customer portal.
