Have you taken a look at https://stripe.com/docs/declines/codes ? It really depends on the type of decline/failure and that doc has a good summary of which ones you should/shouldn't try again

Actually I was just looking through some of the errors we have received in the past, and not many of them are on the decline codes list

Maybe I just need to spend more time reviewing this, I'll come back later if needed
