That can't be set AFAIK, it just pertains to whether there was a Stripe fee for the payout (i.e. if it was an instant payout)
If you want to charge your connected accounts for a payout then you'll need to do that separate to the payout

ok, thank you @lavish herald . So we can use account debits for EU customers (we are based here) right? But how we can do it for other countries? Taking a fee in advance is not possibile because the flow is complicated
