It sounds like you are using Destination Charges or Separate Charges and transfers. In which case the funds will first come out of the account's balance, you can set up account debits so that their bank account is debited automatically if they do not have sufficient funds https://stripe.com/docs/connect/account-debits
Wait sorry I misremembered that. Transfer reversals will only come out of their balance https://stripe.com/docs/connect/charges-transfers#reversing-transfers

I actually think I may have misremembered how this works in relation to transfer reversals. I think the reversal may fail even if debits are on. Looking for clarity here
it worked in test mode, but I have money in the connect acct balance at this time.
also, it's an Express connect acct.

Maybe you can answer this while waiting: I’m reversing the transfer and refunding the application fee to the connect account. Do you know if the app fee is refunded before the transfer is reversed? Or if the reverse is done before the app fee refund. In test mode it all happens instantly and I can’t tell which happens first.
So I have confirmation that we should debit the connected account's bank account if their balance is insufficient to reverse the transfer (And if you have account debits + connect reserves turned on)
Not sure if there is a specific order to them. Can you tell me more about what you are trying to figure out with that question?
