according to the docs it feels like this should work so it's probably a bug
for now I would suggest removing paypal from the payment_method_types passed to the CheckoutSession API and writing to https://support.stripe.com/?contact=true with the failed request ID so we can investigate

for reference were you using Paypal before today?
I saw someone else had this problem and it was that they were a previous beta user of our Paypal integration(in the last week we have started publicly supported it) and there were issues involved there
I signed up for beta access but I didn't get access to it. I signed up for it like a few days ago I think.
One or two days later, it was launched publicly

[you need] to request 'recurring payment' support in [your] payment method settings page.
