That PaymentIntent hasn't actually been successful yet though - it's still in a state of requries_payment_method. Are you sure this is the right intent?
When you made this payment how did you specify the DENIED account? Right now I don't see that payment adding +denied@ to the email address

I'm seeing the same behavior as your (where using the "DENIED" test mode information is still allowing payment to go through)
I'd recommend writing into support (https://support.stripe.com/contact) so they can get this bug routed to the correct people
