Can you give me more specifics when you say "custom local domain"?

You should be able to test Apple pay as long are you're using https and Apple servers are actually able to hit it (so that they can do domain verification)

hmmm the domain is not publicly available (as if I was running an app on localhost), and even using a paid ngrok plan with a custom domain, the domain would need a cname record.

Yeah if the domain isn't publicly available theres no way for you to register the domain w/ Apple and you won't be able to test this

do most people test locally by using something like ngrok then, and adjusting their whole system to use an ngrok domain?

A lot of folks use ngrok - I've seen a lot of other folks just spin up staging/test versions of their sites that are publicly available as well

I do have a staging environment already verified on Apple Pay, I was just surprised to realize I was not able to set up Apple Pay locally.
