You can create connected accounts for your platform but you can't create connected accounts on behalf of one of your connected accounts
(I don't think that's supported)

This is for the connected accounts, I can create them manually but not programmatically?

Sorry, I don't think I fully understand. The error seems to suggest that your platform (let's say account A) is trying to create a connected account (let's say account C) on behalf of a connected account (let's say account B)

I don't think that's allowed

No, Account A is just creating an account for Account B, so not on behalf of

You're passing Stripe-Account header with the request

So the API treats it as you trying to create accounts on behalf of a connected account
