ah, I see what you mean - I wouldn't necessarily call it a bug, it's more of a UI issue where we aren't reflecting that the coupon was created successfully but the promotion code was not
and yes, this does mean that the second coupon was created w/o a promo code
So is it right to assume that there are no circumstances where we can have 2 same promo code that are valid?
Correct - there's no way to have two promo codes with the same "code" that are active at the same time
If you deactivate the promo code then you're able to reuse it
