Oh I see... but the parameter is valid either on express and custom stripe connected account creation?

yes it should work on both per https://stripe.com/docs/connect/cross-border-payouts#supported-countries

Cross-border payouts enable platforms in the US to pay out to Express and Custom connected accounts in the following countries:
