charge.refund.updated is sent whenever there is an update on the refund object
charge.refunded is sent whenever a charge is refunded successfully, including partial refunds.
It has no direct link with the account configuration

so looks like in some cases I'm receiving the refund.updated by simply creating a refund

There you have different amount 312$ and the second is 234$, there was an update on the refund so that you received an additional event charge.refund.updated for this case
