By the way the custom account issue also comes up when trying to create an express account for Costa Rica and selecting only "transfers" capability. Here's an example request.

OK, for the first request, as the error message explained, the Connect Onboarding is not available CR and that's why the account link creation failed.
And for the 2nd request, you need to request both transfers and card_payments, or change to recipient tos.
Ok but this is what support told me about the express account. Are you 100% positive on that? And you mean Express accounts are not available or Connect accounts in general are not available?
Also as pe the documentation it says that they are available.
Yes you can create a CR express account (i.e., through /v1/accounts), it's just that the Connect Onboarding (aka account link) doesn't support CR.
But then how do I onboard the user?
You'll need to build your own onboarding and collect the necessary information from your CR user.
But isn't the whole point of Express accounts that it is all handled by Stripe? Whats the logic behind letting me create an Express account but not go through the express onboarding?
I'm afraid that Connect Onboarding is not available to all the countries.

card_payments is not available for Costa Rica. And the only TOS for Cross-Border Payouts is recipient. So how would I make that work?
The country that you specified in req_WTv0yPeCQ4M08R is US, not CR, and you didn't set a tos_acceptance.service_agreement.

OK, the request looks good to me, but your account needs approval to requested the transfers capability without the card_payments. Have you reached out to Stripe support on this?
Yes. I reached out on May 13th. Still got no advancements.
That's why I was writing in the Discord. They told me that my account had already been approved. But it still doesn't work.
I'd suggest you to push back and share the request ID to the support. It's clear that your account is not yet approved.
