according to the documentation, it looks like the only way to expire is manually expire them which we did not do and they are not expired in our dashboard.

That request show to have succeeded, https://dashboard.stripe.com/logs/req_hwYuSGnMWBAQje and upon looking at the shape of the error, it does not look like it's an error coming from Stripe. It does not look like there is an issue with a expired key. I recommend that you review your code and look where you're throwing this specific error.
