Yes, as soon as an account is created that can begin to trigger requirements - if some of the deadlines pass then some capabilities may not be active, but that shouldn't have any negative affects on your users since they wouldn't have those capabilities enabled yet if they haven't onboarded

and what happens then? if payout = enabled but they miss the deadline?
