ok, yes, let me give you an example. Lets say they pay for insurance for their product that they are purchasing and if the product that they received is damaged, we need to pay them the claim amount of the product that they insured. Is there a way in Stripe to pay the customer?

No the only way to pay someone is through Connect

Yeah there are plenty of money sending platforms outside of stripe
